Weighted Equivalent Continuous Perceived Noise Level
A measure proposed by International civil aviation organization to assess the continuous exposure to long-term noise of multiple aircraft.
The calculations are complicated, but the WECPNL used for environmental regulations in Japan is defined with the following simplified formula:

LA = Average power of peak levels of aircraft noise 10 dB or more greater than background noise
N = Number of aircraft departing per hour
This is weighted based on the time of day by the following:

N1 = 24:00 - 07:00
N2 = 07:00 - 19:00
N3 = 19:00 - 22:00
N4 = 22:00 - 24:00
